Just fill your favorite Beer Bottle with Bird Seed and slide it through the holes. We recommend seed smaller than Sunflower seeds.
Cedar will naturally hold up to the weather just fine as is. It does darken but ages gracefully. However, if you desire to stain or varnish the exterior, you certainly may.
